Sam helps implement alternative payment models for the Center for Medicare and Medicaid Innovation (CMMI). He co-directs operations for the Comprehensive Primary Care Plus (CPC+) model. The aim of the CPC+ project is to strengthen primary care through multipayer payment reform and care delivery transformation. His work includes payment policy design, claims-based payment calculation, quality control, management, and collaboration with stakeholders.
